In many cases you have to secure the window against opening by any unauthorized persons. Mostly in public buildings like hospitals, schools or kindergartens. In this situation you assemble a special rosette with a hole for a detachable handle so you can open the window only by person with a special handle with a mandrel -  the conductor handle.
